Port Regulatory Agency Bill will curb trouble makers, protect investments — NIS DG

The Director-General of the Nigerian Shippers’ Council (NSC) Pius Akuta, has said the newly proposed Port Regulatory Agency Bill will prevent non-professionals and troublemakers from infiltrating the nation’s port system and damaging the economy.

The DG stated this after receiving Award of Excellence from the NUJ at the weekend in Abuja stated that the NSC, currently serving as the Port Economic Regulator through a presidential fiat, has operated under a weak legal framework. This has hindered its ability to fully execute its regulatory mandate in the maritime sector.

The DG said. “One of our major challenges has been the absence of a strong legal regime to support our role as the Port Economic Regulator. We have now developed a new legal framework, which is fully backed by the Minister of Marine and Blue Economy.”

According to him, the bill establishing the Nigeria Port Regulatory Agency has been passed by both chambers of the National Assembly and is currently awaiting presidential assent.

“When assented to, the law will enable us to protect the huge foreign direct investments (FDIs) and infrastructure already committed to the sector. The legal backing will allow us to professionalise port operations, eliminate disruptive elements, and ensure that only qualified operators are active in the industry,” the DG explained.

He added that once established, the new agency would set up strong regulatory structures, automate port systems, and foster job creation.

“With the agency in place, within the next five years we expect to see a booming port sector driven by proper regulation, increased automation, and a robust investment climate,” he stated.

Speaking on the award, the DG said ” being honoured by the NUJ means a lot to me. This is a union that has lasted over 70 years, training and nurturing media professionals who hold leaders accountable. So, for them to recognize me today means expectations are high and it’s a challenge I embrace.”
